I spoke with an IRS agent who informed me that in order to receive my 2008 stimulus check I would have had to have filed a 2007 1040. I did not work in 2007. She then informed me that If there was no 1040 for 2007 that you will not receive a stimulus check for 2008.

Is this true? I do know people who didn't file last year and received a check. I am confused.
