As a retired Deputy Sheriff who worked in several assignments includeing the SRO appoinment (we called them YRD's for youth relations deputys). We have found it's 9 of 10 times the parents fault for not sending the child to school,I have heard every excuse from them but none of them want to take the blame. Schools are NOT there to raise your children,it's the parents job! Usually the only way to get the parent to be responsible is through the court system, once they are punished (quite often in the wallet) you see how fast they are to get the child up and going to school. After several penaltys, then the parents are threatened will jail time.
Yes. there is a small % of the childern who do cause the problem. The courts have ways of handling them too.
