I think you need to stop
I think you need to stop blaming the school system. The school is not suppose to raise your grandchild and/or teach him how to behave. They are not going to come and knock at his door everday. Why is the parent not shouting at the roof tops about it? Some children turn from the way they have been rasied, but change is generally not an instant thing. I think the parent of your grandchild should care enough about the child to report that child themselves if they want the child to get help. If you reported it to the local school board and told the child's name/school surely it would be dealt with. It is sometimes hard to see the truth or even want to know the truth, but I am disturbed that this child under a parent's care who you portayed to care would let this go on. Call a news station out and let them cover the story. If the parent had wanted the kid in school I would think it would have happened by now.
