Little Sihara Palmer's family says her foster parents brought her to the emergency room Monday and then left.
Doctors declared her brain dead and her mother was left taking her off life support on New Years Eve.
Sihara passed away in her arms around 1:30 this morning.
Catoosa County Sheriff Gary Sisk tells me they and Georgia Bureau of Investigation are looking into this case.
No charges have been filed at this point.
They're still waiting on results from an autopsy.
Sihara's mother Jennifer Palmer says she saw warning signs of abuse when she would visit her children.
"There was six different occasions besides this one where my kids were bruised up, had scratches on their arms and everything was reported to my case workers and they were always investigating and nothing became of it," said Palmer.
Sihara and her brother were placed into foster care in February because of the mother's violent ex-boyfriend.  He is now in jail.
The mother was set to go back to court to see if she could regain custody this coming Monday.
