Waterside developers, the Defoor Brothers, say they need to make some changes to move forward with the new center.
They asked to change the mixed use zoned area to a strictly commercial area.
Larry Grohn criticized the changes to the original plan.
"These changes have in the words of city planners caused the plan to quote transition away from the specific plan," Grohn said.
Grohn went on to call out councilman Jack Benson, saying the developer has contributed to his campaign.
"Mr. Benson, I call upon you to disclose the extent of the contribution from the Defoor Brothers and their family members in your current campaign and to recuse yourself from any discussion or votes on this issue before this council," said Grohn.
Councilwoman Sally Robinson said she found Grohn's statements inappropriate, pointing out he was a city council candidate running against Benson.
Other oppositions to the rezoning were residents concerned about flooding.
"My house has been flooded twice, one time I had three feet of water in my house. The more we build over there and the more cement we put over there and if they widen Gunbarrel, all of this is going to continue to give me more and more water," said Tom Lawson.
But developers said they're not responsible.
"We have calculations to prove we didn't cause this. By law we cant do it," said Ken Defoor.
In the end the council voted unanimously to approve the rezoning.
