The Cleveland for a No Kill City group says there's a shortage of dog walkers at the shelter.
Volunteers say many of the dogs don't get to come out of their kennels for weeks.
Since the shelter is trying reduce the number of animals euthanized..they're holding dogs longer than legally required.
Walking dogs regularly also helps them increase their chances of being adopted.
You can pick up an application to volunteer at the Cleveland Animal Shelter.
