Residents of College Hill courts are accusing a police officer of "brutality" following the arrest of a man last Thursday.
But the subject, who has an extensive criminal record, had been warned not to return to the public housing area.
Police are looking into the incident.
Chattanooga Housing Authority has put some strict rules into place for anyone accused of violence there. The main rule is: "you can't be in here, period. "
But 20 year old Aaron Mitchell, who was back today, says he was just there to see his family last Thursday when he was approached by two officers.
AARON MITCHELL, FACING CHARGES "I said, why do I have to go to jail for?
He says you're criminal trespassing..I said I'm not criminal trespass if I ain't doing no criminal activity, so he picked me up and banged me."
A resident of the complex has a video of part of that event which is now on Facebook.
But the video does not show any scuffling or excessive force as Mitchell was taken away.
But neighborhood leaders, who say it happens frequently, want an investigation.

A friend of Mitchell's in College Hill Courts says she saw him being abused.
TASHA FOSSIS, FRIEND OF MITCHELL'S, COLLEGE HILL COURTS "He handcuffed this man, in handcuffs, took him and slammed him on his face and knocked his front teeth out of his mouth..which was wrong."
Mitchell showed us later that he wears a partial plate.
AARON MITCHELL "It ain't my fault..I didn't want this, it came to me, he came to me...I ain't coming home, I walked off."
Chattanooga police have issued a statement saying they have reviewed the youtube video and that the officers conducted themselves in a "professional manner."
The statement added that no official complaint has been filed.
Housing Authority police chief Felix Vess tells News 12 that Mitchell, under CHA rules, should not have been there last Thursday or Tuesday.
Vess says he has no family there, and was ordered by a judge to stay away.
