Chattanooga, TN (WDEF) Chattanooga Police charge an employee of the Bessie Smith Cultural Center with the burglary and theft after the Strut.

Authorities say Torrey Hines turned himself in Monday and confessed to Investigators.

He's charged with Burglary, Vandalism and Theft Over $50,000.

Chief Fred Fletcher says, "There were a number of things involved that made it clear that they were a ruse attempted to drop our investigators and again, Detectives Grubb and Lockmiller did a very good job of analyzing the data and trying to eliminate people who had nothing to do with it. And their efforts resulted in this person, uh making his admissions that ended in his arrest."

Officials say Hines returned about $30,000 worth of the money, and they're tracking the rest.

The chief says they'll be working closer with events like the Strut to help them set up better security protocols.
