POLK COUNTY, TN, (WDEF)-Polk County Officials say Zachary Russell escaped through a kitchen area and cut a hole in sheet rock before making his way through a maintenance room and into the parking lot.
However it is Madison Kay Parker who Russell says made the escape possible.
After stealing a bicycle and cycling a mile to Madison's home, Russell was later arrested after initially hiding in a wardrobe.
Neighbors are upset, worried and angry.
Darlene Black,"He was in the building next to mine, i'm in a wheelchair I can't run, i can't get away"
Pauline Walden,"He could get out and come in my apartment hold me and my kids, because I don't lock my door, I trust the people that's here, no I don't like it and I know everybody else don't either"
Russell claims Madison had told him her address and offered a safe house and escape route in exchange for money.
Madison Kay Parker was arrested for what Officer Joe Price told News 12 was permitting or facilitating the escape of an inmate.
