Red Bank city leaders are trying to figure out why off-duty officer, Rachel "Annie" Corn, was driving her take-home car around 1:30 a.m. on Christmas Eve.

Was it official police business?

Randall Smith, Red Bank's City Manager, says, "That's part of the investigation. I really can't comment."

That question is important because Corn crashed her take home car here White Oak Road in Chattanooga.

According to police, she failed to make a turn and crashed through a fence.

Smith adds, "As per policy, all city employees when they're involved in crashes are given a blood test to make sure they're not under the influence of drugs or alcohol, so we're still waiting on results from those tests."

According to police, Corn, "Appeared normal."

However, the city suspended her without pay pending the outcome of the investigation.

Don Crane, a Red Bank resident, says, "She knew she did wrong and she should face the consequences because we all have to do that."

Now, effective January 1st, only the police chief and detectives can take their patrol cars home.

Smith says, when this incident happened, he took a closer into the city's policy, and suprisingly found out, no patrol officer was ever supposed to be allowed a take home car.

It's a policy that has been in affect since 1998.

Smith says, "We are looking at both the police department's policy and the over reaching city policy to make sure that from this point forward they are in compliance with each other."

Now, Smith is working on making the police department's policy and the city's policy uniform.

Smith adds,"I think it's very important. I can't believe that wasn't already the same."

Smith says they are still waiting on Corn's blood tests before making a final decision on her employment.

Corn's been a Red Bank officer for about two years.

This is her first notable violation.
