So who decides what constitutes a religious group? Are Atheists a religious group? Agnostics? I would argue, yes, but others will say, no. It still smacks of exclusionary practices and will be too easy to manipulate. Why are Christians so scared of a moment of silence? Sounds like the most inclusive and simple remedy to me.
