In East Ridge, one goat is getting the goat of the City Council. An ordinance forbidding livestock in the city limits could force one family to lose their favorite pet. The council and the family were at the horns of a dilemma.

Sounds to me like the city council needs to get a 2 week notice. Its a power trip and everybody knows it.
