Hamilton county's new juvenile court judge says an enforced curfew law is the key to stopping nighttime violence.
Judge Rob Philyaw, speaking to the Pachyderm Club, says the curfew is not now being enforced, and there are several reasons why.
He says officers are reluctant to get tied up dealing with one or two juveniles when other crimes are taking place.
And, the judge says that at present, there's no place to keep the children while parents are being notified.

JUDGE ROB PHILYAW, JUVENILE COURT JUDGE "It's not just about crime suppression. Its about taking care of these children..because they are children. And they are 12, 13, 14 years old..who are putting themselves and others in potential harms way ..By being on the streets of downtown Chattanooga at 3 am. "

Judge Philyaw says he and a group of local leaders are asking Mayor Andy Berke to consider strengthening the city code dealing with juvenile crime and truancy.

Start putting financial pressure on the parents of the rugrats out after 10 pm. A nice fine when the police have to use manpower/financial resources because they're not minding their children. Don't hire more officers to over see kids out past curfew, let the non-parenting parents pay the price.
