River City Company wants to bring back a tax incentive program.
The old Chattanooga Bank Building was one of the last projects to get the tax break before it expired.
The tax rate of qualified projects would be frozen for 10 years, despite any new development.
The goal is to increase the number of people living downtown.
Kim White, River City Company, "It's still pretty difficult to do rental housing downtown and with a growing population at UTC, with a growing workforce downtown it really is in demand. We've never even replaced the rental units that were torn down on Cameron Hill when they were gone."
But commissioners aren't so sure about the proposal.
They raised some concerns.
