There's also debate on moving the election date for city council members.
Councilwoman Deborah Scott says the election in March has poor voter turnout.
She hopes they can move the election to the fall.
A referendum would have to be placed on the ballot for the November election.
Council will discuss this issue at a later date that has yet to be announced.
