Who should pay for the improvements at Hamilton Place Mall?
CBL should foot the whole bill or not build it.
It's fair to ask shoppers to pay for some of it.
The store tenants should pay without passing it on to consumers.
The Mall generates sales tax for everyone, so all taxpayers should have to kick in.
