It's a deal announced today with Trac-Fone Wireless. They call it the Safe-Link Wireless program. You'll have to qualify for the program based on household income. If you qualify, the program will give you a cell phone, access to emergency services and 68-minutes of free time for a year. Officials say up to 800-thousand Tennesseans will qualify for the program.
