FIRST ON 12: The GBI is actively investigating a “use of force” complaint against a Whitfield County Deputy
WHITFIELD COUNTY, Georgia (WDEF) – The Whitfield County Sheriff says they are conducting an internal investigation into one of their deputies.
This comes after the GBI stepped in launching a use of force investigation.
Lt. Lowery was not put on administrative leave.
The GBI is also investigating and will send their findings to the Whitfield DA.
The use of force complaint came from an incident involving two repo men who entered a woman’s home last month.

This Whitfield county resident says it’s been an uphill battle since the incident occurred last month.
However, as of this week, the GBI is investigating.
Constance Jiles says on July 15th, she called 911 after two men walked into her garage where her children were playing… it quickly escalated as police arrived.
“You don’t have to be rude to say the things that have just fear for their lives and called 911 in hopes of getting justice and help for situation had to introduce coming into their home with a house full of girls. So I set up and I said first of all respect goes to ways, I’m not going to talk to you like this so I close my garage door.”
The police report says that Jiles came down the stairs cursing and yelling at the men…. later finding out they were there to repossess a Harley Davidson.
According to the police report, the “repo men” say they saw it drive away as they pulled up. Jiles says after learning that, Lt. Lowery was rude to her.
“At the same time she’s saying, you’re going to talk to me, you’re going to talk to me. C’mon lady, c’mon lady. Grabs my left arm and throws me to the ground.”
These are the moment just before the arrest.
Jiles’ says because the officer was rude to her… she closed the garage door and refused to answer more questions.
When Jiles spoke to the sheriff, Jiles says, “His reply to me was oh I find a very hard to believe that any one of my officers would do such a thing. Well I beg to differ”
According to the police report, they responded to her home for a criminal trespassing investigation on when two men walked into her home… who she later found out were there to repossess a bike.
However, she landed behind bars after she says …. the officer became upset with her.
“At the same time she’s saying, you’re going to talk to me, you’re going to talk to me. C’mon lady, c’mon lady. Grabs my left arm and throws me to the ground,” says Constance Jiles.
These are pictures of the bruises that she showed to the GBI.
Jiles says after being detained she had these bruises…. and says she’s pretty sure… none of it was caught on body camera footage.
“She turned and said you have your body cam on right this is all being recorded right. His response was no I couldn’t get it to work.”
Jiles says Lowery yelled “you better go find something right now.”
Jiles says how she treated the other deputy was “unacceptable. ”
“If you don’t like your job, then hang it up and go on about your business,” says Jiles.
Still waiting to here back from the sheriff’s office, but last week, our interview request was denied.
We reached out again Thursday, after the GBI confirmed that they were actively investigating. We have not received a reply back.
