Exclusive: Woman wants new investigation into ex accused of poisoning her

LOOKOUT MOUNTAIN, Tennessee(WDEF) – The woman who back in 2012 claimed her husband was repeatedly poisoning her coffee is speaking out and requesting that an independent law enforcement agency investigate her claims.

It’s been three years since Leisa Hill told investigators her now ex-husband, Hal Hill; a prominent Chattanooga infectious disease doctor poisoned her. And during that time no charges have been filed against him.

But now she is speaking up.

"All that I hope to accomplish is a full complete, competent, independent investigation into the facts," Hill said.

Hill wants an independent agency to look at the case. She told News 12 the investigation conducted by the Lookout Mountain Police was flawed.

"I’ve recently been made aware that there were failures in evidence collection; there were test that were not completed including my hair sample; that some of the evidence was not stored properly. They really didn’t have the technical or scientific expertise to manage the investigation on their own," Ms. Hill said.

Lookout Mountain Police Chief Randy Bowden told News 12 those claims against his department were not correct. He also said his department wasn’t the only law enforcement agency that collected evidence. He then referred News 12 to Hamilton County District Attorney Neal Pinkston.

"No Charges were brought forth. I can’t speak any more specifically about it other than the fact that an investigation was concluded and no charges were brought forth," Pinkston said.

Some of the evidence in the case included surveillance video and pictures which was verified by an agency in California as being unedited.

Pinkstson told News 12 the image doesn’t clearly show her husband placing poison in her coffee.

Lab results clearly show there was barium in the coffee samples and Hill’s blood. But Pinkston said the test also revealed a false positive. 

Without concrete evidence, Pinkston believes there isn’t enough to file charges.

News 12 asked him about Ms. Hills idea of bringing in an independent agency to investigate the claims versus the investigation done by Lookout Mountain Police.

"In theory it can happen but it’s not something that normally happens. They’re more than qualified to do the investigation. She may disagree with their findings, but that’s the finding they concluded after an extensive investigation," Pinkston said.

Ms. Hill also claims a member of the Lookout Police tipped off her husband that he was being investigated. But according to legal experts, that’s not considered illegal.

News 12 contacted Hal Hill’s Attorney Lee Davis and asked if he would comment on the matter. He said he would love to but that he would need permission from Mr. Hill, and that it may take up to two days to get a response from Mr. Hill.
