Indictment: Former school manager used work car for Uber, DoorDash
HAMILTON COUNTY, Tenn. (WDEF) — A Hamilton County grand jury has indicted a former transportation manager for Hamilton County Schools. The Tennessee Comptroller said he used his work vehicle during work hours, for Uber, Lyft and DoorDash.
The grand jury indicted David B. Eaves in May 2024.
According to the Tennessee Comptroller, Eaves began using his work vehicle for rideshare and food delivery services on March 20, 2017.
Hamilton County Schools (HCS) suspended Eaves and placed him on unpaid leave in May of 2022.
The Comptroller began their investigation into Eaves after HCS reported the issue.
He used his work vehicle for these purposes at least 933 times during school and work hours, according to the Comptroller.
They said he did this for at least 23,914 minutes, which equals more than 398 hours or 16 days.
The Comptroller also stated that the time Eaves spent doing these services equaled more than $18,000 “misappropriated salary payments to Eaves.”
Their investigation found that Eaves also made more than $1,400 fuel purchases using HCS funds while performing food deliveries.
A grand jury indicted Eaves on the following charges.
- Theft over $10,000
- Forgery over $10,000
- Violation of the Tennessee Personal and Commercial Computer Act over $10,000
- Destruction of and tampering with government records
- Official misconduct
Following Eaves’ suspension, he requested early retirement. He was granted early retirement on July 1, 2022.
“Hamilton County Schools officials must ensure they provide adequate oversight of employees and the department’s fuel card usage,” said Comptroller Mumpower. “Hamilton County Schools should reconcile fuel purchases on a monthly basis and consider requiring employees to document where they traveled.”
