Red Bank Police produce document linked to alleged misconduct

RED BANK, Tennessee(WDEF) – Police Chief Tim Christol has issued a statement in reference to a Response to Resistance Report that was requested by WDEF but was never found.

A Response to Resistance Report is a document that explains why an officer used physical force to take a suspect in custody.

On Thursday, WDEF requested to see that report after Anthony Lopez, 34, said he was a victim of police brutality by Officer Mark Kaylor.

Red Bank police officials told WDEF the Response to Resistance Report in the case against Lopez did not exist.

Lopez said he suffered injures to his head when was arrested by Officer Kaylor.

Friday Afternoon, Chief Christol issued a statement saying his department found the Response to Resistance Report on Lopez.  He also said Kaylor wrote the report and his supervisor, Leightaylor Noorbergen review it.

According to Christol, Kaylor’s supervisor produced a copy of the report that she kept in her file.

Christol wanted the public to know that Kaylor and Noorbergen didn’t failed to meet their mandate to complete and submit a Response to Resistance Report.

The Chief has also made it clear that he is working to create a process that will improve the filing system of Response to Resistance Reports.

"This process should work to reduce the possibility of future failures in the records keeping process," Christol said.

The request to see that document came after Lopez became the second person to alleged police misconduct by Officer Kaylor.

Kaylor is already under a TBI investigation surrounding the video-taped beating of Candido Medina-Resendiz.

Kaylor was attempting to arrest Medina when he punched the unarmed suspect seven consecutive times to the head.

Medina suffered a fracture to the front of his face.

Kaylor maintains Medina was trying to bite him but the video showed Kaylor on top of Media who was face down when he received the punches to the head.

On Thursday, WDEF learned the FBI is also reviewing the beating to see if Kaylor violated any federal laws.
