Six locals granted clemency from Tennessee Gov. Lee
HAMILTON COUNTY, Tenn. (WDEF) — Tennessee Governor Bill Lee granted clemency to 23 people on Friday. Six of those people are from this area, including Hamilton and Bradley Counties.
The six he granted pardons to in this area are:
- Catrina Cabe of Hamilton County
- Kamiko Michelle Paris of Hamilton County
- Kevin Campbell of Hamilton County
- Tara Woods of Hamilton County
- Edward Guthrie of Bradley County
- Joshua Owens of Bradley County
“After thoroughly reviewing the merits of each case, I have decided to grant 23 individuals executive clemency,” said Gov. Lee. “Each individual case is unique and warranted consideration, and I thank the Board of Parole members for their thoughtful recommendations throughout this process.”
The Tennessee Board of Parole gives recommendations for clemency, and then the governor makes the final decision.
These six individuals received a pardon, which is an official statement of forgiveness for those who have completed their prison time and are no longer incarcerated.
To be granted clemency, individuals must first fill out an application.

- Donnell Spraggins, Shelby County – Executive Action: Pardon
- Eddie Criswell, Madison County – Executive Action: Pardon
- Jimmy Harris, Overton County and Putnam County – Executive Action: Pardon
- Joseph Claggett, Davidson County – Executive Action: Pardon
- Melissa Whitehead-Gregory, Tipton County – Executive Action: Pardon
- Michelle Lockwood-Tipton, Sevier County – Executive Action: Commutation to parole eligibility after serving 25
