Veterans Court Offers Second Chance

CHATTANOOGA, Tenn. (WDEF) – Hamilton County is making strides in supporting local veterans who find themselves in the criminal justice system. 

At today’s Pachyderm Club meeting, Judge Gary Starnes of the General Sessions Court, Division 5, shared details about the newly launched Veterans Treatment Court, an initiative designed to help veterans get back on their feet. 

The court, which started in January 2023, provides structured rehabilitation for veterans facing non-violent offenses. 

Over the course of a year, participants go through four intensive phases, including weekly drug testing, mental health support, and personalized mentorship from fellow veterans. 

Each veteran is paired with a mentor, offering confidential guidance to navigate life’s challenges. 

Judge Starnes emphasized the court’s partnership with the VA and local leaders to expedite medical and mental health treatment, cutting wait times down to just two weeks. 

The program is modeled after the first-ever Veterans Treatment Court, created 35 years ago by Judge Robert Russell, and aims to become the best in Tennessee. 

The Chattanooga Area Veterans Council recently recognized Judge Starnes with an Appreciation Award for his commitment to the veteran community.
