Winchester man charged with TennCare fraud

FRANKLIN COUNTY, Tenn. (WDEF) — The TBI is charging a man with theft and TennCare fraud after he billed for services he did not provide.

The TBI said they arrested Robert Ray Brown, Jr. on March 13. They are charging him with theft of property, and two counts of fraudulent insurance claims.

Previously, the Franklin County Grand Jury indicted Brown on March 7.

However, the TBI started investigating the situation in July 2022.

Officials said Brown served as a caregiver for and lived with a recipient of the TennCare CHOICES program.

During that time, he defrauded the TennCare program of more than $57,000, according to the TBI. They said this fraud happened between October 2019 and December 2022.

The TBI said, “The investigation revealed Brown submitted unlawful billing claims for caregiver services he did not provide, and that were not within the TennCare guidelines for a caregiver.”

Winchester Police booked Brown into the Franklin County Jail on a $300,000 bond.
