GHSA Creating New Big 44 Classification

When Tennessee reclassified their high schools for football, they created the new Super 32 division for the biggest schools in the state.
Now Georgia seems to be following suit.

The GHSA voted Monday to create a seventh classification, and they plan to call the largest class the Big 44, which would be schools in the top 10 percent of enrollment.
No teams in Northwest Georgia are expected to be in the Big 44.
One other change. 
Schools with more than three percent of their student body residing outside the school’s county of origin must be moved up one class.
That will likely affect private schools.
