Man Arrested at Lee Highway Shooting Memorial

Chattanooga (WDEF) – A Monroe County man was arrested Sunday night at the Chattanooga Shooting Memorial on Lee Highway.

60 year old James Hutchins from Madisonville has been charged with disorderly conduct and inciting a riot.

Several people shot video of his confrontation with police.

The police report says Hutchins preached to the crowd for several hours, eventually engaging them with racial and homophobic epithets.

The arresting officer asked him to be respectful of the people at the memorial.

At one point he put hands on the officer.

Finally, in the video, he uses a racial slur against police officers.

And the crowd began chanting "Take him to jail."

Officers soon obliged, arresting him around 9:20PM.

Hutchins is free on bond today.
