Dalton upskirt photo arrest

Dalton, GA (WDEF) – Dalton Police arrest a man again for taking "upskirt" photos less than 24 hours after getting out of prison for similar charges.

 44-year-old Heath Shields Franklin had just been released from prison after completing his sentence for multiple counts of sexual battery and unlawful surveillance for touching women and taking “upskirt” photos while working at a Dalton convenience store in 2012. 

State probation officers used tracking data from Franklin’s ankle monitor to find him at the Shugart Road Walmart on Thursday after he failed to check in.

They found out Franklin had bought a new cell phone.

He agreed to let them check it, and they found a number of photos of women’s buttocks and also pictures of at least four women taken from angles that allowed the camera to view underneath the legs of their shorts or skirts.

Franklin was arrested and charged with unlawful surveillance.

Investigators are working on finding out how many women were photographed by Franklin.
